Unclassified Staff Hiring Policy

Purpose
The Unclassified Staff Policy provides basic information for personnel actions related to unclassified staff. Employees appointed to unclassified staff positions serve at will. Unclassified staff include administrative, professional, and other non-faculty positions not covered by the State Civil Service system.
Appointing Authority
The McNeese State University president is the designated appointing authority for employment in the institution unless specific authority is formally delegated. Personnel actions related to unclassified staff, including hiring, resignation, and termination, must be reviewed and approved by the president and processed in accordance with University of Louisiana System requirements.
Steps Prior to Beginning the Hiring Process
Before beginning the hiring process for unclassified personnel, supervisors must present a written request to the immediate supervisor with justification, including budgetary impact and required job responsibilities and qualifications, to fill the position. Requests to fill positions must be approved at each level of administration to the senior level position that reports to the president. Vice presidents and administrators who report directly to the president submit hiring requests to the Executive Leadership Team (ELT) for review and approval. The ELT must approve filling a position before hiring procedures begin and the Office of Human Resources and Student Employment is contacted.
Hiring Process and Employment Offer
After a position is approved by ELT to be filled, the Office of Human Resources and Student Employment guides the employee search, job advertisement, and employee appointment processes. Once a candidate who meets the required qualifications has completed the interview process and is selected by the hiring committee or administrator, the Office of Human Resources and Student Employment provides information required to complete the Letter of Intent to Employ. Supervisors or hiring committees may not make any oral or written offer of employment without first securing a signed Letter of Intent to Employ. The Office of Human Resources and Student Employment provides guidance on completing and routing the Letter of Intent to Employ form. The University of Louisiana System reviews all appointments. All reappointments, non-renewal, or terminations of unclassified staff members are made by the president of the University with the approval of the Board of Supervisors for the University of Louisiana System.
