Narrative

In the spring 2010, Dr. Philip Williams was selected to serve as the 6th President of McNeese State University. Dr. Williams earned his Bachelor of Arts degree at the University of North Carolina, graduating with honors in history.  He earned his law degree at the Columbia University School of Law in New York City. In 1994, Dr. Williams returned to Chapel Hill to earn his M.P.H. and Ph.D. degrees in Health Policy and Administration. He joined the staff of Methodist University in Fayetteville, North Carolina, in 2003 as Vice President for Academic Affairs and Dean of the College, and in 2006, he became President of the University of Montevallo in Alabama.

Since his arrival at McNeese, Dr. Williams has presided over the development of a new strategic plan, which features the promotion of innovative teaching and learning, regional partnerships, service-learning opportunities, applied research, cultural engagement, and athletic excellence.  He has stated frequently his desire for McNeese to play an active role in the civic and economic renaissance likely to transform Southwest Louisiana over the next five years.  In this spirit, the governance and administration of the university has been restructured to better meet student needs and support the mission of the university.

Qualifications for Academic Administrators
McNeese State University seeks and develops administrative and academic officers with the qualifications to support the University in achieving its mission and goals.  The university employs academic and administrative officers with the credentials and expertise appropriate to the duties and responsibilities associated with their positions. The hiring plan policies for administrative positions are guided by University of Louisiana System policy and McNeese State University's hiring plan for administrative positions.

According to ULS policy, Academic Administrators are to meet the following qualifications:
Each academic administrator who is to be appointed with rank and in a tenure track position shall have an earned degree in a field appropriate to the position. In addition, each administrator shall have the earned doctorate or appropriate terminal degree for his/her discipline. Exceptions to this requirement may be made for community colleges or other special situations. Such exceptions must be approved by the System President. (University of Louisiana System Policy for Academic Administrators, C-III-II-F)

Day-to-day administration of the major divisions of the University is delegated to an executive leadership team consisting of the Provost and Vice President for Academic and Student Affairs, the Vice President for Business Affairs and University Services, and the Vice President for University Advancement. These administrative officers serve under the direction of the University President. The Chief Diversity Officer, Chief Information Technology Officer, and Athletic Director also report directly to the President. The Associate Vice President for University Services reports to the Vice President for Business Affairs and University Services, and the Associate Vice President for Enrollment Management reports to the Provost. Each position is evaluated annually to ensure that individuals meet their obligations competently and effectively.

A detailed organizational chart provides an overview of the university's organizational structure for administrative positions.  Below is a listing that illustrates the positions identified in this section of the report as the Executive Leadership Team.

Administrative Evaluations

The policies for administrative evaluations are included in the University's Employee Evaluation policy. The Board of Supervisors for the University of Louisiana System requires that each institution evaluate each faculty member and administrator on an annual basis and that the evaluation be filed in appropriate personnel files. Official job descriptions and procedures for evaluation of administrative performance for University employees at the level of director, department head, and above are kept on reserve at Frazar Memorial Library in the "Job Descriptions and Administrative Evaluations" binder and by the Office of Human Resources. Administrators are evaluated annually by peers, supervisors, and their staff and by persons with whom they interact in performing their administrative duties. Evaluation results are shared with the employee.
