The <a href=\"https:\/\/regents.la.gov\/academicaffairs-policiesandprocedures\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span style=\"text-decoration: underline\">Academic Affairs Policies and Procedures<\/span><\/a> of the Board of Regents contain additional information on the responsibilities of the Board of Regents and the systems it oversees.<\/p>\n\n\n\n<p>As the policymaking and coordinating board for postsecondary education, Board of Regents responsibilities include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Representing the postsecondary education system to the Governor and Legislature<\/li>\n\n\n\n<li>Formulating the Master Plan for Public Postsecondary Education in Louisiana<\/li>\n\n\n\n<li>Establishing the role, scope, and mission of systems and institutions<\/li>\n\n\n\n<li>Developing and adopting a formula for the equitable distribution of funds<\/li>\n\n\n\n<li>Approving degree programs, departments of instruction, etc.<\/li>\n\n\n\n<li>Formulating operating and capital budget recommendations<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading display-3\">University of Louisiana System, Board of Supervisors<\/h2>\n\n\n\n<p>McNeese State University is a member of the University of Louisiana System.\u00a0Powers of management over McNeese State University not specifically vested by the Constitution in the Board of Regents are reserved to the University of Louisiana System. The duties, powers, and functions of this System are stated in the University of Louisiana System Board of Supervisors <a href=\"https:\/\/ul-system.files.svdcdn.com\/production\/resources\/board-members\/Bylaws\/Bylaws-Section-V-Duties-Powers-and-Functions-Revision-Final-revision-approved-1-11-19.pdf?dm=1755985046\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><span style=\"text-decoration: underline;\">Bylaws, Part One, Section V<\/span><\/a>.<\/p>\n\n\n\n<p>Management boards&#8217; responsibilities include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Supervising and managing systems<\/li>\n\n\n\n<li>Reviewing and approving institutions\u2019 mission, vision, and strategic plans<\/li>\n\n\n\n<li>Awarding certificates, conferring degrees, and issuing diplomas<\/li>\n\n\n\n<li>Receiving and spending appropriated funds according to the Master Plan for Public Postsecondary Education in Louisiana<\/li>\n\n\n\n<li>Determining student fees<\/li>\n\n\n\n<li>Purchasing land and acquiring buildings, subject to approval of the Board of Regents<\/li>\n\n\n\n<li>Approving employment, salaries, duties, and functions of personnel<\/li>\n\n\n\n<li>Overseeing financial operations of schools<\/li>\n<\/ul>\n\n\n\n<p>Board of Supervisors policies specifically affecting McNeese State University are delegated to the University president who, along with his administrative staff and faculty, retains ultimate responsibility for the administration and implementation of policies and daily operation of the institution.
