{"id":5273,"date":"2011-03-17T15:22:03","date_gmt":"2011-03-17T20:22:03","guid":{"rendered":"https:\/\/www.mcneese.edu\/policy\/ie_policy\/fire_drill_policy\/"},"modified":"2025-07-31T13:36:40","modified_gmt":"2025-07-31T18:36:40","slug":"fire_drill_policy","status":"publish","type":"ie_policy","link":"https:\/\/www.mcneese.edu\/policy\/fire-drill-policy\/","title":{"rendered":"Fire Drill Policy"},"content":{"rendered":"\n<h2 class=\"wp-block-heading display-3\">Purpose<\/h2>\n\n\n\n<p>This policy prepares building occupants for exiting a building during a fire or related building emergency where evacuation is necessary. To meet the requirement of the State of Louisiana Office of Risk Management\u2014based upon federal regulations (29 CFR 1910.38) and National Fire Protection Association Standards (NFPA 101, Life Safety Code, Section 4.7)\u2014for an annual fire drill to be conducted in all state-owned or leased buildings, fire drills will be used as an avenue to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assess the occupants\u2019 knowledge of fire drill procedures, location of fire exits, and the sound of the fire alarm.<\/li>\n\n\n\n<li>Identify problems with fire alarm components.<\/li>\n\n\n\n<li>Monitor the evacuation of the building.<\/li>\n\n\n\n<li>Provide information on the amount of time it takes to evacuate a building.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading display-3\">Responsibility<\/h2>\n\n\n\n<h3 class=\"wp-block-heading display-4 heavy\">Deans, Directors, and Department Heads<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Shall ensure that pre-planned drills are conducted at least once each fiscal year for each occupied building utilized by McNeese State University and shall ensure that each residence hall has one fire drill during each fall and spring semester and summer session.<\/li>\n\n\n\n<li>For all academic and academic support buildings, pre-planning, scheduling, and coordinating all fire drills will be done by the Office of Facilities and Plant Operations, the University&#8217;s environmental health and safety officer, and McNeese Police so that advanced notification can be made to maintenance and emergency personnel as well as the building coordinator(s).<\/li>\n\n\n\n<li>Building coordinators shall appoint floor monitors to assist in an initial sweep of the building to determine all occupants have exited. Floor monitors shall also assist the building coordinator in compiling fire drill reports to be sent to the environmental health and safety officer.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading display-4 heavy\">Faculty<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Shall communicate this policy to enrolled students so they may follow the guidelines associated with fire drills and building evacuations.<\/li>\n\n\n\n<li>Shall educate their students (and include in their syllabus; see <a href=\"https:\/\/www.mcneese.edu\/policy\/university-syllabus-policy\/\" data-type=\"ie_policy\" data-id=\"5386\" target=\"_blank\" rel=\"noreferrer noopener\"><span style=\"text-decoration: underline;\">University Syllabus Policy<\/span><\/a>) about the following measures to take before a drill or emergency:\n<ul class=\"wp-block-list\">\n<li>Identify the quickest escape route from their classroom along with a secondary route in case the primary route is inaccessible.<\/li>\n\n\n\n<li>Identify a location outside and away from the building where the class can meet to ensure all students are accounted for.<\/li>\n\n\n\n<li>Identify \u201cAreas of Refuge\u201d for persons with disabilities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>When the alarm sounds, faculty shall:\n<ul class=\"wp-block-list\">\n<li>Assemble the students at the pre-determined accountability site.<\/li>\n\n\n\n<li>Ensure that emergency personnel are aware of persons who need assistance.<\/li>\n\n\n\n<li>Report student status (i.e., missing, injured) to the building coordinator or appropriate emergency personnel.<\/li>\n\n\n\n<li>NOT allow students to re-enter the building until verbal clearance has been given by appropriate emergency personnel at the scene.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading display-4 heavy\">Building Occupants<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Building occupants are defined as every person in a University-owned or leased building.<\/li>\n\n\n\n<li>Occupants shall evacuate the building in an orderly manner and shall congregate at a pre-determined assembly site.<\/li>\n\n\n\n<li>Occupants shall not re-enter the building until a verbal \u201call clear\u201d is signaled by appropriate emergency personnel.<\/li>\n\n\n\n<li>Persons with disabilities shall, if unable to evacuate the building, go to the designated Area of Refuge for assistance in exiting the building.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading display-4 heavy\">Environmental Health and Safety Officer and Director of Facilities and Plant Operations<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Shall assist in the coordination and conduction of fire drills.<\/li>\n\n\n\n<li>Shall maintain records of all drills according to the Office of Risk Management requirements.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading display-4 heavy\">Emergency Personnel<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Emergency personnel include the environmental health and safety officer or their designee(s), the director of facilities and plant operations or their designee(s), and McNeese Police.<\/li>\n\n\n\n<li>Shall assist in building searches to ascertain that all occupants have vacated the premises.<\/li>\n\n\n\n<li>Shall issue an \u201call clear\u201d when it is appropriate for occupants to re-enter the building. During a drill, the drill coordinator (the environmental health and safety officer or their designee) on the scene will give a verbal \u201call clear\u201d to be passed along by McNeese Police who have secured the site. Other forms of communication may then be utilized to share the \u201call clear.&#8221;<\/li>\n\n\n\n<li>In the event of an actual emergency, only the State Fire Marshal\u2019s Office can give an \u201call clear\u201d so that occupants may re-enter the building. This will be handled in a manner deemed appropriate by the fire marshal and relayed by emergency responders at the scene.<\/li>\n\n\n\n<li>Residence halls shall follow procedures outlined and found in <a href=\"https:\/\/mcneesestate.sharepoint.com\/sites\/OfficeofEnvironmentalHealthandSafety\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><span style=\"text-decoration: underline\">Section 1.09 of the Safety Manual<\/span><\/a>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading display-3\">Documentation<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A fire drill report (Form 7.17) shall be completed by the environmental health and safety officer.<\/li>\n\n\n\n<li>The fire drill report shall be placed on file in the <a href=\"https:\/\/mcneesestate.sharepoint.com\/sites\/OfficeofEnvironmentalHealthandSafety\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><span style=\"text-decoration: underline;\">Environmental Health and Safety SharePoint<\/span><\/a>, as required by the Office of Risk Management.<\/li>\n\n\n\n<li>Fire systems found to be non-compliant shall be noted in the fire drill report and reported to the Office of Environmental Health and Safety for repair or corrective action.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading display-3\">Non-Compliance<\/h2>\n\n\n\n<p>According to the National Fire Protection Association Standard, NFPA 1, Fire Prevention Code, Section 3.2.2, \u201cDrills shall include suitable procedures to ensure all persons subject to the drill participate.\u201d The fire drill plan covers all persons in the building, and everyone must leave the building during the drill period. Any person failing to comply with fire drill procedures is subject to being escorted out of the building by McNeese Police.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The environmental health and safety officer shall report incidents of employee non-compliance to the employee\u2019s immediate supervisor for further review and corrective action.<\/li>\n\n\n\n<li>The environmental health and safety officer shall report incidents of student non-compliance to the dean of student support and advocacy for consideration of corrective or disciplinary action.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading display-3\">Communication<\/h2>\n\n\n\n<p>This policy is distributed via the University listserv, the University Policies webpage, the <a href=\"https:\/\/mcneesestate.sharepoint.com\/sites\/OfficeofEnvironmentalHealthandSafety\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><span style=\"text-decoration: underline\">Safety Manual<\/span><\/a>, and all course syllabi per the <a href=\"https:\/\/www.mcneese.edu\/policy\/university-syllabus-policy\/\" data-type=\"ie_policy\" data-id=\"5386\"><span style=\"text-decoration: underline\">University Syllabus Policy<\/span><\/a>.<\/p>\n","protected":false},"parent":0,"template":"","policy_types":[14],"class_list":["post-5273","ie_policy","type-ie_policy","status-publish","hentry","policy_types-campus-use-and-facilities"],"acf":[],"_links":{"self":[{"href":"https:\/\/www.mcneese.edu\/policy\/wp-json\/wp\/v2\/ie_policy\/5273","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.mcneese.edu\/policy\/wp-json\/wp\/v2\/ie_policy"}],"about":[{"href":"https:\/\/www.mcneese.edu\/policy\/wp-json\/wp\/v2\/types\/ie_policy"}],"version-history":[{"count":4,"href":"https:\/\/www.mcneese.edu\/policy\/wp-json\/wp\/v2\/ie_policy\/5273\/revisions"}],"predecessor-version":[{"id":16644,"href":"https:\/\/www.mcneese.edu\/policy\/wp-json\/wp\/v2\/ie_policy\/5273\/revisions\/16644"}],"wp:attachment":[{"href":"https:\/\/www.mcneese.edu\/policy\/wp-json\/wp\/v2\/media?parent=5273"}],"wp:term":[{"taxonomy":"policy_types","embeddable":true,"href":"https:\/\/www.mcneese.edu\/policy\/wp-json\/wp\/v2\/policy_types?post=5273"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
