Toby Osburn, Ed.D.

Dr. Toby Osburn was appointed executive director of the Kay Dore’ Counseling Clinic and McNeese Autism Program in 2018. His BS degree is from Abilene Christian University and he obtained M.Ed. (counseling) and Ed.D. (higher education) degrees from the University of North Texas in 1998 and 2008, respectively. He has been a licensed professional counselor since 2004.

Osburn has twenty-five years of leadership experience in student affairs and support services, enrollment management, and auxiliary services on college and university campuses in Texas, Michigan, and Louisiana. 
 
From 2004-2015 Osburn was dean of student services then associate vice president for university services at McNeese. From 2015-2018 he was executive director for Direct Care Inc. and Autism Services of Southwest Louisiana, partner non-profit organizations that provide personal care, housing, and support services primarily to adults on the autism spectrum. Toby has been a volunteer or board member with several local community organizations including Family and Youth Counseling Agency, Women and Children’s Hospital Board of Trustees, Chamber/SWLA Education & Workforce Development Committee, Calcasieu Medical Reserve Corps, Calcasieu Soccer Club and Trinity Baptist Church.

Osburn has served as a subject matter expert developing and delivering professional training resources for college and university executives through the National Center for Biomedical Research and Training Academy of Counter-Terrorist Education at Louisiana State University, a U.S. Department of Homeland Security-funded program.  He has also developed and delivered master’s degree course materials and instruction in student affairs and enrollment management for American College of Education.
