I: Purpose
A
committee of McNeese State University students and faculty/staff will
be established to regulate and to recommend to the University President
the expenditures of the Student Technology Assessment funds.
Article
II: Membership
The
committee will be comprised of five students and five faculty/staff members:
Section
1: Students
Two
representatives from the SGA Executive Branch, appointed by the SGA President
with voice and vote
Two SGA Senators, appointed by the SGA Senate chairperson with voice and
vote
One student at large not affiliated with any branch of SGA, from a college
which is not represented by any other student in the committee, appointed
by the SGA President with voice and vote
Section 2: Faculty/Staff
One
representative from a departmental or university-wide computing center,
appointed by the Chief Information Technology Officer with voice and vote
One representative from University Computing Services with voice but no
vote
The Chief Information Technology Officer with voice but no vote
One Academic Dean, appointed by the University President with voice and
vote
One full-time faculty member (excluding staff, department heads, deans,
and other administration), appointed by the SGA President with voice and
vote.
Article III: Meetings and Officers
Robert's
Rules of Order, Newly Revised shall be the parliamentary authority.
The committee chairperson will be elected from the student representation
of the committee.
The chairperson will vote only to make or break a tie.
The committee will elect or appoint a secretary to record the minutes
of the committee meetings.
Committee meeting minutes will be filed in Frazar Memorial Library and
the office of the Chief Information Technology Officer; copies will be
provided to the University President, SGA President, and Internal Auditor.
Article
IV: Student Technology Assessment Budget
The
committee will review and approve yearly budget proposals to be submitted
by the Chief Information Technology Officer each Fall semester.
The approved yearly budget proposals will be reviewed and approved by
the University President.
The committee will review and approve progress of spending of the assessment
no less than once a month.
The committee must approve any expenditure exceeding $10,000.
Use of TASC monies to secure debt, e.g., land issues, is strictly prohibited.
Article
V: Creating and Revising By-laws
The
committee will develop by-laws to govern policies of the committee. By-laws
must be approved by a two-thirds vote of the entire committee.
The committee may revise the by-laws by a two-thirds vote of the entire
committee.
Article
VI: Amending the Constitution
The
creator of this constitution was the McNeese State University Student
Government Association and the McNeese State University President. Any
changes the constitution must be approved by the University President,
SGA President, and a two-thirds vote of the SGA Senate.
