Requirement
The university has qualified administrative and academic officers with the experience, competence, and capacity to lead the institution.
Narrative
McNeese State University is in compliance with comprehensive standard 3.2.8.
The McNeese State University organizational chart provides an overview of the university's organizational structure for administrative positions. Administrative and academic personnel at McNeese are qualified to hold the positions to which they are appointed as indicated in their attached position descriptions and resumes. The University strives to hire experienced, qualified administrators and faculty and have instituted an annual review process that ensures employees remain accountable to the responsibilities and duties of the positions which they fill.
The University of Louisiana stipulates in its policies and procedures the minimum credentials required of University presidents:
Credentials of Candidates. The search committee [at individual universities] shall prepare a statement of minimum qualifications for candidates which is appropriate for the role, scope and mission of the institution. A candidate shall be expected to have an earned doctorate from an accredited institution and successful experience in an institution of higher education. In exceptional cases, however, a candidate having an extraordinary record of leadership and accomplishments, but lacking one or more of the above specified credentials, could be considered and recommended by the search committee. (University of Louisiana System Policy for Academic Administrators, C-III-II-A.1.c)
Dr. Robert D. Hebert who has served as President of McNeese State University since 1987 provides comprehensive leadership for all University programs and operations. The President is reviewed annually by both University community and the Board of Supervisors to ensure that he demonstrates the experience, competence, and capacity to lead the institution. During and after the landfall of Hurricane Rita during the Fall 2005 semester, Dr. Hebert and his Executive Staff worked tirelessly to bring the campus back to order quickly so that students might resume their classes. His efforts won him accolades from the campus community, the local community, and the State of Louisiana.
Day-to-day administration of the major divisions of the University is delegated to an executive leadership team consisting of the Vice President of Academic Affairs, the Vice President of Administration and Student Affairs, the Vice President of Business Affairs, the Vice President of Development and Public Affairs, the Vice President of Special Services and Equity, the Director of Institutional Effectiveness, and the Chief Information Technology Officer. The Director of Institutional Research and the Budget Officer serve as resource persons to the Executive Staff. These administrative officers serve under the direction of the University president. Each position is evaluated annually to ensure that individuals meet their obligations competently and effectively.
The hiring plan policies for administrative positions at the levels of Vice President, Dean and Department Head are also guided by University of Louisiana System policy and McNeese State University's hiring plan for administrative positions. According to ULS policy, Academic Administrators are to meet the following qualifications:
Qualifications for Academic Administrators.
Each academic administrator (department head, director, dean, or vice president) who is to be appointed with rank and in a tenure track position shall have an earned degree in a field appropriate to the position. In addition, each administrator shall have the earned doctorate or appropriate terminal degree for his/her discipline. Exceptions to this requirement may be made for community colleges or other special situations. Such exceptions must be approved by the System President. The policies for administrative evaluations are included in the university's handbook for faculty and staff. The Board of Supervisors for the University of Louisiana System requires that each institution evaluate each faculty member and administrator on an annual basis and that the evaluation be filed in appropriate personnel files. Official job descriptions and procedures for evaluation of administrative performance for University employees at the level of director, department head, and above are kept on reserve at Frazar Memorial Library in the "Job Descriptions and Administrative Evaluations" binder. Administrators are evaluated annually by peers, supervisors, their staff and by persons with whom they interact in performing their administrative duties. Evaluation results are shared with the employee.
The University of Louisiana System’s commitment to ensuring that competent Academic Administrators and faculty staff its institutions is stated in its policies and procedures:
A reputable university depends on faculty excellence in teaching, research and
service. To promote excellence, all members of the faculty should undergo evaluations to ensure that their academic performance is commensurate with their rank and status, and that they remain accountable for their academic performance to the university and the larger community.
The objective of this PPM is to provide a set of guidelines for each of the System
campuses to use for reviewing faculty performance. The process may appropriately vary from campus to campus but each campus shall adopt its own procedure for the review process within the framework of this policy and each such campus procedure should be coordinated with existing campus policies and procedures.
Unsatisfactory performance or non-performance by a faculty member occurring
and/or arising, in whole or in part, prior to the effective date of this policy, may be
considered in connection with a decision to seek removal for cause.
