Requirement

The institution's chief executive officer has ultimate control of the institution's fund-raising activities.

Narrative

McNeese State University is in compliance with Comprehensive Standard 3.2.12.

The President of the University has ultimate control of the institution’s fundraising activities.

The primary venue for fund raising is the McNeese State University Foundation. This is a separate, incorporated foundation addressed in Comprehensive Standard 3.2.13. The McNeese Alumni Association, another separate, incorporated foundation, is also addressed in Comprehensive Standard 3.2.13.

McNeese State University Foundation

The MSU Foundation was created as a 501 (c) (3) corporation in 1965 to support the University’s mission and core values. Its primary responsibility is to provide management and investment services and act as a depository for donations, gifts, and funds. [link to Foundation]

McNeese Athletic Foundation

Because of the wide-spread community support for collegiate athletics and because the community has expressed a desire to participate in fundraising activities marked for the Athletics Department, the McNeese Foundation has established a separate Foundation to provide an opportunity for community members and University alumni to contribute to the various athletic programs sponsored by the University. In keeping with requirements to ensure that all such entities be carefully regulated, the Foundation has established a set of guidelines specific to the Athletic Foundation. These guidelines are discussed in detail in 3.2.13.

McNeese Alumni Association

The MSU Alumni Association, a 501 (c) (3) non-profit organization, is committed to assisting the University in a variety of ways. The Alumni Association periodically sponsors fundraisers to assist the University in enhancing the student learning experience, in enriching the quality

of campus-life, and in developing University-community linkages. The Alumni Association, its guidelines, and its activities are discussed in detail in 3.2.13.

On-Campus Fundraising

All fundraising activities are governed by a fundraising policy which stipulates lines of authority for approval of fundraising activities. The President of the University delegates authority to individual vice presidents, CITO, and the athletic director to approve fund raising activities in their reporting areas. This hierarchy is indicated in the University Organization Chart. According to policy, before fund raising activities are approved, the following information must be provided:

    • A description of the fund raising activity;

    • Information about the proposed use of the funds. The expenditures must be consistent with the purpose of the fund raising activity;

    • The name of the individual responsible for collecting the funds.

Fundraising Efforts by University Departments and Organizations

University departments, offices, and organizations, both students and employees, also conduct periodic fund-raising activities on a small scale to support programs within their individual units. These organizations are governed by University fund-raising policies as well. The examples below indicate how entities on campus raise funds for projects and enhancements:

College of Nursing

The College of Nursing held its first major fundraising event in spring 2005 when the College raised approximately $30,000 for at 50th Anniversary Celebration Gala of the College of Nursing. This fundraiser was coordinated through the Office of Development and Public Affairs and the McNeese Foundation.

College of Liberal Arts

Several organizations within the College of Liberal Arts promote periodic fund raisers to support special programs or to defray the cost of student expenses at contests, and the like. The examples below illustrate fundraising projects sponsored by the College of Liberal Arts:

    • The Department of Performing Arts sells tickets to its musical and drama productions. These funds support in part the student performances and guest artists in music and drama to provide artistic experiences for the campus at large and students.

    • Fundraising for scholarships for teaching professionals to attend the MSU Summer Kodaly Institute occurs each spring. A direct mailing appeal garnered approximately $4,000 to fund the Summer 2006 Institute. During fall 2006, the Department of Performing Arts will seek donations to sponsor one guest concert in the fall 2006 and spring 2007 semesters.

    • The Department of Visual Arts sponsors two annual fundraising projects each year: Gumbeaux Bowl, where department faculty and students prepare and serve gumbo in bowls made by students in Ceramics classes. Ticketholders keep their ceramic bowls after the meal. At the fall and spring Senior Student Art Sale, students display and sell artwork they have prepared over the semester. Monies from these two fundraisers are used to pay the cost of trips to major art museums in Louisiana and neighboring states.
