Requirement
The institution has a chief executive officer whose primary responsibility is to the institution and who is not the presiding officer of the board.
Narrative
McNeese State University is in compliance with Core Requirement 2.3.
Dr. Robert D. Hebert has served as the chief executive officer of the institution since 1987. His primary responsibility is that of president of the University. He is not the presiding officer of either governing board. The presiding officer of the University of Louisiana System Board of Supervisors is Mr. Jimmy Long, and the Chairman of the Louisiana Board of Regents, which serves as the actual governing board of the University, is Mr. Roland M. Toups.
As chief executive officer, President Hebert provides comprehensive leadership for all University programs and operations, is solely authorized to commit the University to contractual agreements with external entities, and is accountable to the University of Louisiana System Board of Supervisors for management of the institution's resources.
The responsibilities and duties of the President are defined by the University of Louisiana System and published in Board Rules, Chapter III, Section IV. The primary duty of the President as mandated by the ULS Board Rules is as follows: the specific responsibilities of the president shall include, but not necessarily be limited to, “[a]dministering the institution over which he/she is appointed and exercising complete executive authority therein, subject to the direction and control of the System President.”
Day-to-day administration of the major divisions of the University is delegated to an executive leadership team consisting of the following administrators:
• Vice President of Academic Affairs;
• Vice President of Administration and Student Affairs;
• Vice President of Business Affairs;
• Vice President of Development and Public Affairs;
• Vice President of Special Services and Equity;
• Director of Institutional Effectiveness;
• Chief Information Technology Officer.
The Director of Institutional Research and the Budget Officer serve as resource persons to the Executive Staff.
The President routinely keeps University constituents apprised of his plans and activities. Some avenues of communication used to ensure that faculty, staff, and students are aware of issues relating to the administration of the University include the following:
• Individual listserves for various groups: the faculty listserve reaches all faculty and academic administrators; the student listserve reaches all students currently enrolled; and the campus-wide listserve reaches all employees.
• Periodic memoranda which are published at the beginning of each semester and distributed to all faculty and staff. Also available online, “The President’s Memo” outlines faculty, student, and staff accomplishments, updates the campus on the state of buildings, budgets, and the like, and provides statistics of interest to the community, such as enrollment figures and retention and graduation rates.
• General Faculty Meetings held each August prior to the beginning of the fall semester. All faculty and staff are encouraged to attend. At this annual meeting, the President and Vice President of Academic Affairs address the assembly of faculty and staff to inform them of budgets for the coming year, to announce any capital improvements or other campus improvements, to introduce new faculty, and to acknowledge faculty and staff accomplishments from the previous academic year.
• Building Meetings are held once every semester in each building on campus. Dates of Building Meetings are posted on flyers and announced on campus-wide listserve. At Building Meetings, the President and Vice President for Academic Affairs announce new policies, address issues of concern for those attending the meetings, and make general announcements regarding campus improvements, and the like.
• The President’s hotline is accessible to all stakeholders who wish to speak directly to the President. The hotline number is provided to all faculty and staff at the General Faculty meeting each fall, at the Building Meetings, and is published on the President’s Memo. The hotline is answered only by the President. The President’s Memo, the General Faculty Meeting, and the Building Meetings apprise the University community of academic, financial, and administrative concerns and keep the President and his executive staff directly connected to faculty and staff across the campus.
